Stamp UI on Mobile

Journal entry stamps are being cut off on UI. Need to make sure the stamp options show up.

Fixed mobile UI: stamp picker and comment popups now clamp to viewport bounds with scroll overflow, using responsive CSS min() sizing. Popups no longer get cut off on small screens.
